The Communications Authority of Kenya (CA) has issued a public call for comments on the draft Digital Sound Broadcasting (DSB) license templates. This is to enable stakeholder participation and ensure a smooth and informed transition to digital radio broadcasting.
DSB License Framework Overview
The DSB license framework was developed by the CA during the 2023/24 financial year in preparation for the launch of digital radio services. With digital radio gaining popularity globally for its better sound quality, efficiency and more services, the framework will regulate and streamline the introduction of DSB services in Kenya.
The framework has 11 different templates for digital broadcasting infrastructure and services. These will cover:
- Digital radio broadcasters
- Signal distributors
- Content service providers
- Community and commercial broadcasters
And the procedures for application and categories of licenses. This will be clear for applicants and stakeholders.
Digital Sound Broadcasting (DSB) Features
Digital sound broadcasting has:
- Better sound quality: Digital radio reduces noise and interference, better audio.
- More channels: DSB can have multiple radio stations in the same frequency, more content.
- Extra features: Digital radio has text information, program guides and interactive services.
DSB will operate in the HF band (below 30 MHz) and VHF band III (174-230 MHz) for efficient transmission and wide coverage.
Public Participation
The CA is calling on:
- Media houses
- Existing licensees
- Corporate bodies
- General public
to comment on the DSB license templates.

Deadline is January 17, 2025. This gives you enough time to go through the templates and provide your input.
Conclusion
After the comments are collected the CA will review and consolidate the comments and finalise the DSB license framework. The framework will be implemented in the 2025/26 financial year.
